Government Promotion of sports is in general intended to help those involved in sports to help themselves. Sports organizations in Germany are supported by the state in many ways. The Federation exclusively promotes competitive sports. It provides funds for training and competitions, for medical care for top athletes, for training and employment of coaches, for construction of sports facilities and for scientific research pertaining to sports. Sports for the disabled and the international activities of the various sports organizations also qualify for public support. Government funds are likewise furnished to send sports instructors to Third World countries, where they serve as coaches and advisers.
Top-level competitive sports are promoted in order to support the development of sports in general but also to enable leading athletes to participate on an equal footing with their rivals in European and world championships and in the Olympic Games.
Support for popular and recreational sports is mainly the responsibility of the states and the municipalities. It focuses on the construction of sports facilities as well as on school, university and club sports. The federal, state and municipal systems for the promotion of sports are closely interlinked.
